Electronic Government Directorate – Ministry of IT is undertaking automation of the Chief/Deputy Commissioner’s Office at Islamabad to convert the existing paper based system to an automated environment.
The proposed project aims to establish the IT infrastructure and relevant software applications which are of critical nature to the Chief/Deputy Commissioner’s Offices and their attached departments. This IT enablement will improve delivery of services to citizens, streamline internal office communication, facilitate access and processing by the government officials, and also make available required information on the working of the Chief/Deputy Commissioner Office, which is of public nature, to the citizens thus bringing greater transparency to the workings of the Chief/Deputy Commissioner’s Office. The entire IT infrastructure will be covered by proper security, including access control, authorization, authentication, DoS protection, firewalls.
Software Scope
Electronic Government has engaged the vendor KalSoft (Pvt.) Ltd. For the development of the specific applications for Chief/Deputy Commissioner?s Office and their attached departments include computer based applications for the following systems:
  • Online Domicile Issuance Database Management System
  • Citizenship Certificate Database Management System
  • Online Declaration of Newspaper & Printing Press Certificate
  • Online International Driving Permit Database Management System
  • Development of Files & Resource Management Modules
  • Directive and Assembly Questions Management System
  • HR Management System
  • Inventory and Procurement Management System
  • Budget and Accounts Management System e.g. Preparation, Expenditure and Consolidation of Development and Non-Development budgets
  • Dynamic Portal with a Content Management System
  • Complaint Management System
  • Information Exchange System
  • Application for record of collection of Education Cess (ETO Office)
  • Application for record of issuance of licenses for Spirits, Liquor (ETO Office)
  • Application for publishing prices lists of fruits, vegetables, Flour etc. (District Food Controller)
  • Application for publishing warnings regarding Epidemics on the Public portal (DHO Office)
  • Application for BHU (Basic Health Unit) Supply Management & Decision Support System (DHO Office)
  • Application for maintenance of record by Drug Control Officers (DHO Office)
  • Application for maintenance of record by Food and Hygiene Sanitation Officers (DHO Office)
  • Customized Application for Management of Funds generated by Local Government (Local Government Department)
  • Customized application for Project Management of various projects under Rural Development (Local Government Department)
